Why Goku has the form ss2 and what with super perfect cell

first of all android 17 and picollo the same power level (after fusing with kami and even a little bit stronger than him not sure) and android 18 weaker than android 17 and picollo
i think gohan ssj2 is 6 and cell super perfect is 5++
and goku doesnt have ssj2 he is a level beyond ssj but weaker than ssj2

piccolo was not more powerful then Vegeta SSJ [ or was he ? ] [ OH SHIT I FORGOT THE FIGHT A LITTLE FAR FROM KAME HOUSE .. SO Piccolo is 4+ as well ]
Gohan SSJ2 is not as powerful as Majin Vegeta ....

[ Android 17 = Android 18 Because To Maintain The Game Level Adjustment .. .Because 18 > Super Vegeta , And SSJ Vegeta is 4 so Android 17 is 4+ as well as 17 is weaker then Ascended Super Vegeta so he's also 4+ ]

about picollo and 17 i know that they almost equal and picollo not stronger but 17 has infinite energy that picollo hasnt so he will be tired before him and he was stronger than vegeta ssj because he could keep up with the androids before vegeta became super vegeta and i only wrote how much i think super perfect cell will be and gohan is not as powerfull as majin vegeta but i wrote it compare to the power level above and i dont know how much his power levels are so i ddidnt understand from where you brought that but that what i remember

Boi we ain't using levels anymore.You didn't see the stats of Trunks?Wouldn't make sense if everyone was at the same power.

I have already stated before that the level system is being scrapped.
The new system is just unique stats.

There isn't going to be 2 SS forms for Goku. Just 1. Which will have a small increase to Ki consumption rather than the normal amount that his Namek counterpart or Vegeta will have.

I will attempt to give Android 19 and Dr. Gero the ability to absorb Ki based attacks and convert them to Ki and grab attack will absorb HP.
17 and 18 won't be able to charge but their Ki consumption will be much lower. About half that of base form characters.

edit: Also your stats make no sense dude. Why is SS Goku stronger than SS Gohan? Gohan is much stronger than Goku...

No. Gohan was stronger than Goku.
When Goku tells Gohan to fight Cell, Gohan thought Goku was holding back and that's why he could see everything so easily.
Goku explained to Gohan that he was comparing his power to Goku's that's why it looked like Goku was holding back. Gohan thought Goku was holding back even though Goku was fighting at full power. Everyone else watching was surprised at Goku's power yet Gohan thought nothing of it because he's much stronger than Goku and shiiiii~
